The Soviets do not Intend to wage general war in order to change the status of Berlin. The Soviet leaders have not yet been perouaded that the United States will go to general war in order tohange In the status of Berlin. If they, were to become convinced that the United States willo to general war over Berlin, they would back off and seekiJ negotiations, providing the United States had left them thisecourse.

The Soviets would oppose the use of substantial forceattempt to restore access to Berlin.
